Plan the sequence before exporting

A collection of images can make sense individually yet become confusing when combined in the wrong order. For a photographed instruction booklet, follow the original page sequence. For a project record, arrange the photos according to the explanation the reader needs.

Rename source files with useful numbers if that helps your own organization, but do not assume the file picker will present them in your intended order. The list shown inside Images to PDF is the sequence that controls the final document.

Move whole images in the list

Select your images and review the numbered items. On a device that supports it, drag an item to another position. Alternatively, use its Move up or Move down button until it reaches the intended place. These controls move the entire photo rather than rearranging anything inside it.

For example, if a four-page set appears as cover, page three, page two and ending, move the third item up once. Read the resulting list from top to bottom before continuing. Adding more images places them after the existing items, so review the sequence again afterward.

Remove mistakes before creating the file

Use the preview and filename to identify duplicates. Select Remove for an unwanted photo, then confirm that the remaining items still form a complete sequence. Removing a list item does not delete its original file from your phone or computer.

The tool does not rotate, crop or label the pages. Prepare those changes beforehand or use Scan to PDF when editing photographed documents. A correctly ordered PDF can still be difficult to use if several photographs are sideways.

Check the downloaded sequence

Create the PDF and open the downloaded copy. Inspect the transition between each page, rather than relying only on the total count. If you make another ordering change in the tool, its old result is hidden until you generate a new file. Save the corrected copy with a clear name so it is not confused with an earlier download.
